Even Dubai is trembling under the financial crisis. Although Dubai is known as an oil paradise for rich people, in reality only a small amount of the budget is coming from oil sales. Another problem is that the emirate is also suffering from the economical crisis, due to the exuberance of immigrants and the negative interest rates. These are the three reasons why a wealthy state like Dubai can have a financial breakdown. (The economist)

Better replace Dubai by 'the emirate' in the second stce and repeat Dubai in the third.
3rd stce not clear. better: 'Two other reasons why the emirate is suffering form the ECONOMIC crisis are ...'
exuberance? Better: large numbers? (Can't see why this leads to a crisis, though.)
